Dynamically applies a @ParentProperty annotation to specified methods or fields.

This annotation separates the targeting concern (on()) from the content concern (value()), enabling @ParentProperty to be a pure data annotation without marshall-specific application machinery.

Example:

@ParentPropertyApply(on="com.example.Foo.myField", value=@ParentProperty) public class MyConfig {}
