Bean always stashed into the BeanStore passed to a tools/call/prompts/get/resources/read handler (both first-round and resume calls), exposing whether the original request's client advertised MRTR/elicitation support.

Lets a handler pre-check and degrade (return a normal result or a domain error) instead of throwing McpInputRequiredSignal into a dispatcher that would just reject it with MISSING_REQUIRED_CLIENT_CAPABILITY — satisfying the spec's §4 "client's capability is EXPOSED to handlers" requirement.
