Actuator-style management-surface endpoints (microservice-module flavors).

Management-surface pieces that need the microservice runtime — principally the /info endpoint, which surfaces the running application's ManifestFile (build/version/git metadata) registered by Microservice.init(). It ships in both a composable InfoMixin and a routed InfoResource flavor sharing a single InfoManager worker, mirroring the health and /loggers packages.

The /loggers, /metrics, and dump endpoints live in the juneau-rest-server module's org.apache.juneau.rest.server.management package, where only the REST server machinery is needed.
