Applies targeted UriApply annotations to a Context.Builder.

Passes the @UriApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @Uri from UriApply.value() and registering it under the targets specified by UriApply.on() and UriApply.onClass().
