Applies targeted NamePropertyApply annotations to a Context.Builder.

Passes the @NamePropertyApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @NameProperty from NamePropertyApply.value() and registering it under the targets specified by NamePropertyApply.on().
