Applies targeted MarshalledApply annotations to a Context.Builder.

Passes the @MarshalledApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @Marshalled from MarshalledApply.value() and registering it under the targets specified by MarshalledApply.on() and MarshalledApply.onClass().
