Applies targeted BeanIgnoreApply annotations to a Context.Builder.

Passes the @BeanIgnoreApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @BeanIgnore from BeanIgnoreApply.value() and registering it under the targets specified by BeanIgnoreApply.on() and BeanIgnoreApply.onClass().
