Applies targeted BeanCtorApply annotations to a Context.Builder.

Passes the @BeanCtorApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @BeanCtor from BeanCtorApply.value() and registering it under the targets specified by BeanCtorApply.on() and BeanCtorApply.onClass().
